Proving enterprise software automation 20 years before AI hype

Fixed-bid software delivery leaves little room for error

When Tata Consultancy Services took on a complex enterprise insurance platform for a health insurance client, the commercial stakes were clear from the start.

The project was fixed-bid: Tata committed to deliver a large, regulatory-heavy claims management system for a predetermined price. If delivery ran long, required more engineers than expected, or encountered architectural setbacks, Tata would absorb the cost.

That made execution efficiency mission-critical. Delivering a large, enterprise-grade product quickly enough and efficiently enough to protect margin without compromising quality or missing the client’s expectations was the challenge.

For most firms, that would have meant throwing more engineers at the problem. Tata chose a different path.

Tata chose the better accelerator, even over its own

Tata wasn’t new to development automation.

At the time, the company had already built its own internal acceleration platform, MasterCraft, and could have used it for the project. Instead, after evaluating its options, Tata licensed Modularis PlatformBuilder for the engagement.

Why?

Because fixed-bid delivery rewards whichever team can execute fastest and most predictably.

Modularis offered a more mature and effective automation model… one capable of reducing engineering effort without sacrificing control, quality, or maintainability. For Tata, the decision was practical: use the tool that maximized delivery confidence and profitability.

That choice validated what Modularis had believed from the beginning: serious commercial software product development could be automated if done with enough discipline.

Automation reduced the team from 20 engineers to 5

With PlatformBuilder in place, Tata rapidly compressed the delivery model, while increasing product quality–Modularis automation typically reduces coding defects by 80%.

After initial onboarding, the project team was reduced from roughly 20 engineers to just 5… without reducing scope. Roughly 40-50% of the engineering effort was automated, allowing Tata to focus its team only on the business logic and product-specific requirements that differentiated the system.

Rather than brute-forcing delivery with headcount, Tata used disciplined automation to remove unnecessary labor from the process. The result was a dramatically leaner execution model with lower delivery cost and far less operational complexity.

Enterprise delivery on time and within budget

With PlatformBuilder accelerating the engineering process, Tata delivered the insurance platform on schedule, but with a much leaner team, meeting the aggressive timeline required by the fixed-bid engagement.

What had been estimated as a substantially larger staffing effort was completed by a fraction of the expected team, allowing Tata to protect margin while still delivering a high-quality enterprise system that met client expectations.

The project finished on time, on budget, and in scope.

For Tata, the outcome was more than a successful delivery. It was proof that disciplined automation could materially improve the economics of enterprise software development when execution quality still mattered.

Early proof of a model Modularis still uses today

This engagement took place long before generative AI, vibe coding, or modern automation hype cycles entered the software industry.

The original premise was simple: automation only creates value when the output is predictable, trustworthy, and architecturally sound. Tata’s success became one of the earliest real-world validations of the Modularis model: that automation is most powerful not when it replaces engineering judgment, but when it amplifies disciplined product engineering.

“Large portions of the software engineering process can be automated. That’s why we founded the company.”
